To realize the vision of becoming a leading research university system in Asia, a hub for talent and the dissemination of Vietnamese knowledge and culture, and to effectively implement Resolution 57-NQ/TW on breakthroughs in science, technology, innovation, and national digital transformation, Vietnam National University Ho Chi Minh City (VNUHCM) has developed the Program to Attract, Retain, and Develop Outstanding Young Scientists and Leading Scientists (referred to as the VNU350 Project) and the Adjunct Professor Program at VNUHCM (referred to as the Adjunct Professor Program).

Implementation principles:

• Ensure compliance with the Party's guidelines and policies, the State's legal regulations, the development strategy of VNUHCM, and the actual needs of VNUHCM's member and affiliated units (referred to as units);
• Be carried out in a public, transparent, fair, objective, and effective manner;
• Involve a commitment to joint implementation among three parties: VNUHCM, the units, and the scientists invited or recruited by VNUHCM.

Goals:

• VNU350 Project: Recruit approximately 350 talented scientists in the 2024-2030 period.
• Adjunct Professor Program: Invite and appoint 100 visiting professors in the 2025-2030 period (with 50 visiting professors invited and appointed in 2025 and 2026).
